I've had 35 Paselas on my green Ram before without issue. http://cyclofiend.com/cc/2006/cc130r2-ccanter1006.html as pictured with Mavic Open Sport rear rim. Mavic Ma40 front. Shimano calipers and levers.
I had to cut the front of the fender off, but the tires before fenders had ample clearance. By removing the spring and the spacer on the cable adjuster and adjusting the calipers with the adjuster screwed almost out I am able to remove and replace the wheels without deflating the tires by opening the QR and screwing the adjusters in all the way. You have to remember to readjust the adjusters and It's a little slower this way but it sure beats deflating and re-inflating tires each time the wheels are remove. Scroll down the photos to see a good shot of the calipers BEFORE I got the idea to remove the extra bits. . I haven't had tires wider than the 35s in to tell for sure but I'd be surprised if the 37 Paselas didn't work nearly as well (less fenders of course). Rambouillets are supposed to fender tires up to 32mm without tricks (barely) and take tires up to 37 or 38 without. Unlikely, but maybe some out of tolerance Paselas got through QC somehow and found their way to you. On another note, my Ram currently has JB greens. The difference between the 35s and them are minimal. Less than a mm I would say. It's odd that the JBs would fit without issue and the 35s would not. Wish I could offer more help.
