I'm not sure about that. Schwalbe is the one large tire company which
seems to be working its way towards wide, supple, light tires: the
Kojak is a relatively new tire (700 x 35mm), the Marathon Racer is an
excellent rolling tire (700 x 38mm), although it's not as smooth as
the Hetres on one of my bikes. Even the Marathon Supreme is quite a
change towards 'lighter, faster' from most touring tires. (to say
nothing of the new skinwall Big Apples) My guess is that within 5
years Schwalbe will offer a tire very much like the Pari-Moto or Hetre
in 700C, just as Elektra learned from BQ when they designed their
Ticino.
I ride both 650B Hetres and Pasela 700C x 38s, and one thing I'll say
is that while the former roll a little better and are slightly
smoother over small surface irregularities, the larger diameter
Paselas handle cracks in the pavement (i.e. bridge them) much, much
better. I also like the way they handle on my 68cm frames better --
perhaps something about the proportion of wheel to frame? In any case:
for urban bikes, 700C has some advantages, and there is a large market
for them already in Europe.
