The bent rear stays function to utilize the same lug castings to avoid needing to produce extra parts. It allows for consistent chain stay length with a varied seat tube height on different sizes. It just happens to be a nice stylistic feature.
I read it on one of the blaghs, blogs, or write ups on the clems - i am sure this is findable but I am lazy so no direct citation.
