I have the 35mm Pasela Tourguards, and they indeed measure 36mm. Sidewalls go before the tread, but cheap enough to not be too upset by that. I ride them EVERYWHERE so they get beat up pretty good. They are very supple, which I love about them.
Don't forget to add the Marathon Supremes to your list. They're pricey but last a bit and are supple (or so I've heard from others).
