I'd say the best route to get to the coast is BART to SF and then take
the "wiggle" bike route (you can probably google it) from market
street up to golden gate park, and ride out to the ocean through the
park.  Like anne says, you'll have to climb, first to get up and over
daly city and then the devil's slide climb, but both of these are
significantly less climbing than trying to cross the coast range
anywhere on the peninsula.
