I've used Maps.me which leverages Open Street Maps. It uses your smartphone GPS chip and can operate without an internet connection (as long as you pre-load the maps). I use it when I travel internationally as well. BicycleTouringPro details how to use Maps.me for bike touring somewhere on his site.
