A suitable pipe cutter is going to be cheaper than the bike shop labor - especially in these days of Chinese imports. For me, that's always a no-brainer rationalization for owning a new tool. Next time it will be free, plus you'll have it available for plumbing projects, too! FYI, using a pipe cutter is an almost foolproof process, and very satisfying. You just have to tighten it little bits at a time as the score deepens, and not try to do it all in one revolution/pass.
All that said and without really knowing what kind of fit and setup you are trying for, I'm kind of dubious that this is going to solve your problem. Seems like a longer stem would be a better solution. Or sliding your brake levers as far forward as possible on the Choco, and using a different kind of grip that allows you to use the full range of hand positions would do the exact same thing as shortening them, without being so permanent or devaluing the bar.
