Cut 'em as short as you like 'em! Seriously, the only real limit is what is too short for you.
Way back 20 years ago and more, when even the typical narrow mountain bike bar of the period felt awkward to me, I'd routinely cut off 2" from each end and the bars -- I was using 130 mm or 135 mm stems -- felt much better. Even before that, with city bikes and North Road bars, I liked to flip them and cut of at least 2" from each end. I'm not huge, but I am 5' 10" with that sort of Asian build that puts more size in the torso, so certainly middle market when it comes to sizing things.
