There's no real challenge to building that Trek cruiser frame, I've built a 
dozen similar bikes and worked on many more. About as simple as it gets really. 
Don't know what your parts stash looks like, but if it's anywhere close to mine 
you probably have half of what you would need already and the rest could be got 
off ebay for a couple hundred bucks.
For what its worth your Diamond Back is probably not any heavier than a 
similarly sized Clementine. 
Just playing devils advocate here, but honestly I see no great advantage to 
lowering the bottom bracket! Yes, you can get lower CG, but for a new rider off 
road or mixed trails I'd rather have the ground clearance! I hit my Clementine 
pedals or more precisely my toes on the ground pretty regularly,  a bit higher 
BB would be nice!
