Businesses should have some responsibility, but this sounds like city 
infrastructure changes that don't have bikes in mind. Your description 
sounds like lack of bike parking on city sidewalks, rather than on private 
property.
I'd complain to my alderman, city council, reps, or whatever you have, and 
if you have a local cycling advocacy group, make sure they're aware of the 
issues.
