My Atlantis came with that set up. I don't think there is anything wrong with 
the pairing, especially if you want the bars up and back. I think it especially 
helps if you like to use the drops without being so deep on the bike. Some 
would see it as an odd aesthetic, but I like the DD with about any bar. I'd say 
it's necessary with moustache. In the end, if it allows you get comfortable on 
the bike with a bar you prefer it's all good. 

Personally I could never get comfortable with noodles regardless of stem. My 
issues were with the shape of the bar not the position. One thing that also was 
an issue was the cable routing done by the PO. They ran the barend cables under 
the wrap along with the brake cables and made the shifting super sluggish. I 
ended up swapping to an albatross set up that I really like.
