You could try fatter tires.  I had pedal strike more than I would like with
Grip Kings on my 54cm Quickbeam when running 700 x 28 avocet cross II tires
(which are on the narrow side for 28s), when I switched to Jack Browns which
are significantly fatter the issue went away.
