Thanks for all the suggestions. Greg at the Bike Coop gave me two 30 mm plastic reflector brackets, which work perfectly with a few wraps of tape because they have a separate (ie, separate from the nut and bolt that clamps the bracket to the fork leg) nut and bolt for the stays. I don't know how long these will hold up -- I'm going to keep my spare zip ties in the Nelson -- but they have to be sturdier than zip ties.
