Every pack should have zip-ties in them.  For my "trails" pack, I took a
mini pump, rolled on about an 8 inch section of tube scrap, and then slipped
several zip-ties in between. This has proven itself more than once.

I have two bikes for which I used the zip tie attachment to the chainstay
bridge. These were "interim" solutions that have continued to work just fine
for nigh on 6 years for one and 4 on the other. I tend to use the heavier
duty zip-ties (not the uber-industrial ones) which have worked.  Over the
years, I've found that zip-ties to not like to flex, nor do they like edges.

I'd probably fold in or wrap on a little square of tube to give a little
padding and cover the edge of the plate.
