I think we are comparing tire sizes more than bikes. The only real comparison is if you use the same wheel/tire combination on both bikes inflated exactly the same.
I have three sets of wheels and four tires for my Romulus, 25mm, 28mm, 32mm and 35mm. Each tire size makes a world of difference. I think a better comparison might be made with, say, 28mm fully inflated.
