A headbadge has so much more character than a garden variety decal that I
feel it's worth the additional cost & effort.  It can't add $10 to the
retail price of the bike, given direct costs as below plus OH & profit.  

Don't forget - just those photos have created an enormous interest in these
new bikes.

Tooling: About $300. Piece price: about $3. Minumum purchase: They
want 250+. Time, start to finish: 6 weeks.
Pro: Good service   Con: Communication is more difficult, makes it
harder to say "hey man, fix the funky eyeball." It's a more socially
awkward comment to make--beyond the fact that "funky" or whatever may
not---get thru.
