It's just a bit of an evil eye. The model was Miesha, who has not an
evil eye, but I think the badgemaker couldn't get the eye detai
correct (who among us could have?), and thence used a laser beam or a
needle or something to fashion a makeshift pupil.
Impressive, that you are enough familiar to suggest the waterfall
reference, though! Verse 72/93, which will appear on the BF milk
bottle:

Who's yon, that, near the waterfall
Which thunders down with headlong force
Beneath the moon, yet shining fair
As careless as if nothing were,
Sits upright on a feeding horse?

My favorite verse! I've memorized 58 verses so far. It's what a do on
bike rides. Printouts clothes-pinned to the D-rings on a Li'l Loafer,
and lots of time....it's not that hard.

Evil eye. It makes me kind of sad, kind of regretful that I signed off
on it when I did rather than say, "Hey, 'sup widdee eye?" But it is
small. Think of it as wabi-sabi!

Thanks to all for nice comments........and a pox on all you keen-eyed
cyclers out there! Take off your glasses and show some respect when
you view the eye next time!
