Do you get the same error if you set QMAILQUEUE to "qmail-queue" instead of "qmail-scanner-queue.pl" ?

raise the softlimit value in : /var/qmail/supervise/qmail-smtpd/run
else Your SUIDPERL is not working. I suggest recompile perl and add this line "SUIDPERL_ENABLE=YES" on your make.conf
