You replayed that such advise fixed the issue.

Since the issue is the same, the advise is the same. You need to use a new profile, different from "my-new-profile". For example: "my-new-profile2".

So...

Try again to use a fresh profile by starting QGIS from the OSGeo4W Shell (you need to use the OSGeo4W Shell, not the normal Command Prompt):

qgis-ltr --profile my-new-profile2
