It worked then and QGIS opened several times since then. But now I'm
again unable to get QGIS to open.

are you still running QGIS, as advertised, from the OSGeo4W Shell using
the "qgis-ltr --profile my-new-profile" command?
Doesn't running "qgis-ltr --profile my-new-profile2" work?
If it works, then the issue may be related to some plugin or Python
script that you installed in your QGIS user profiles.
