Aren't the gnu.org pspp download and nightly build pages pointing to pspp at 
https://caeis.etech.fh-augsburg.de/  ? So would you have to change to where 
they both point? Or could the 1.6 build for windows on the nightly build page 
be moved to where the main gnu.org pspp download page points?

The windows installer currently in the pspp download pageis indeed 1.5 and not 
1.6. But the nightly version is available there,and it is 1.6, so maybe use the 
nightly version?

Perhaps you were looking at a mirror site?  (some mirrors are a little slow
getting updated).  So I suggest that you try a different mirror or use the
primary download site (above).
