If it's the Page Setup that allows you to define "labels across, spacing etc." - then maybe you could play with it - to say - make it 2 across. Then, open up the Label file as a DBF - and find out where that particular data is stored. Then, in your program - you could ask that question of how many across - then programmatically adjust the Label data definition.

Once you're in the MODIFY LABEL designer, you should be able to then use the File Menu, Page Setup option to change the number of columns, spacing etc. Just make sure you have a menu item in your app for the File/Page Setup available while you're in the MODIFY LABEL mode.
