Changing the the URL made no difference. I finally solved it by going to Tools|Internet Options|Program and checking the box labeled "Tell me if Internet Explorer is not the default web browser." When I brought up IE the next time it told me it was not the default browser and wanted to know if I wanted it to be. I said yes and now everything works! There should be a better way to tell what the default browser is!
