Just for giggles take a look at the assignment of the file type... open a folder>click view>folder options>file types> scroll down to htm and html. You never know, maybe it's set to something odd or was somehow deleted.

Microsoft believes you are stupid and can't handle managing your own shortcuts, much less your own computer. Or, the OS is so poorly designed that it can't seem to prevent bogus shortcuts from magically appearing on your desktop. Either way, your operating system isn't working for you.
