Researching this on my Windows 8.1 machine, I do not have the "Remote Desktop" section on the
"Remote" tab of the "System Properties" dialog. I wasn't able to find a reference, but
that evidence suggests it it's not available to me. (It's a tablet, I don't need the feature.)

select which users are allowed to remote into the system.

Paul & Tracy: It is Windows 8 Pro and the firewall is off. I can ping
the internal IP address, too.
