Read an article years ago that basically said that all new technologies follow that kind of progression.

At first, the wizard of the new technology reports to a VP. Later, as the technology grows, a NewTech department is formed to provide services to the rest of the company.

Finally, when the technology is no longer new, and its relation to the enterprise is understood, and its practitioners are no longer regarded as some sort of extraterrestrial wizards, the function diffuses into the different departments and becomes part of their operation.
