You might work around this by settting

   disable_mime_output_conversion = yes

in main.cf.

won't this stop mail from being deliverable to the other side?

Or if you have time on your handss, create a clone of
the SMTP client in master.cf with "-o disable_mime_output_conversion=yes"
(no space around the "=") and using transport_maps to make the
setting destination dependent.
