disagree

DMARC in it's current definition describe direct mail flows.
indirect mail flows are not fully captured now.

senders with indirect mail flows should publish p=none but avoid 
p=quarantine/p=reject
( except: aol / yahoo )

And now p=reject is no longer imaginary. We honor p=reject since months ¹) 
without major issues at ISP level.
