From http://www.postfix.org/postconf.5.html#message_drop_headers

"This feature is available in Postfix 2.12 and later."

On my 2.11.3 installation:

# postconf message_drop_headers
postconf: warning: message_drop_headers: unknown parameter

So it's only available in Postfix 2.12 experimental release. Does the original
poster use this pre-release?

Ciao, Michael.
