The trick, as with any anonymous remailer service, is that some 
people will use it for abuse.  If you're not screening your users, 
there's no way to know if they're going to harass someone, or do 
other types of abuse.

You can (and should) strictly throttle the amount of mail any 
anonymous sender is allowed per hour/day/week.  That will prevent 
your service from being attractive to spammers.  Publicize your 
limits, so prospective users will know.

I am pretty sure that the new Canada law applies to BULK mail, not to
personal (non-bulk) mail.  I'm too lazy to go look that up now, but 
the OP might want to do so.

No quarantine.  Reject.  What kind of funding do you have?  It costs 
time (which is money) to have moderation.

Anonymous means they don't know the originator of the message. Not 
the same thing as a "secret" mail service.
