It is just comments preceding that line. In any case I moved it to main.cf and cured the problem. Thanks again.

This line should be in main.cf instead of master.cf
or, it should start with whitespace, because it's continuation of service definition in  previous lines. 

Hard to say without seeing lines before and after this one.
