RFCI resp. all RHSBL listings are scored against total RBL hit-scores.
An additional rhsbl penalty will be added if the localpart of the
envelope sender appears to be random, the client doesn't belong
to the envelope sender nor helo domain, or the sender domain
lists a bogus MX. All in all - if RFCI scores are HIGH, then the client
does not only ignore postmaster/abuse mail.

The blocked user is informed of the RFCI listing.
