The error message implies that flac isn't functioning properly, so I'd investigate that first to make sure there's no problem in squeezeboxserver running it. Are there any other errors in the LMS server log or debian syslog at the same time?
You say the tracks aren't downsampled to 44.1, but since you have some players defined as supporting up to 192 are you talking about the Sonos which should be limited, or others? Sorry, I'm a little confused. You may need to post your config file, and logs showing results for specific players, for others to figure out what is happening. LMS 7.9 on VortexBox Midi box, Xubuntu 16.04, FLACs 16->24 bit, 44.1->192kbps. LMS plugin UPnP/DLNA Bridge to MF M1 CLiC (to A308CR amp & ESLs) & Marantz CR603 UPnP renderers. Alternatively Minimserver & Upplay to same & to upmpdcli/mpd PC renderers. Squeezelite to Meridian USB Explorer DAC to PC speakers/headphones. Wireless Xubuntu 16.04 laptop firefox/upplay or Android 'phone with Squeeze-Commander/BubbleUPnP controls LMS/Minimserver.
