Both.

Check a few tel numbers around you to see what they get - BT's number
checker uses data from actual connection speeds

Results from the BT check:

The 6.5Mpbs doesn't seem unreasonable.

I've bitten the bullet and ordered PlusNet on the second line on the basis that the Draytek can load balance. That will give me a comparison, for the sake of about £100 over the course of a year in cost. I'm also trying to get BT out to look at the cable around the building; it's cable-clipped around the outside of the building and lots of the clips have perished and the cable is drooping (quite badly in some places); I wouldn't be surprised if that cable is at least part of the problem.
