I would say estimate is off - are you using postcode or tel number with them ? Check a few tel numbers around you to see what they get - BT's number checker uses data from actual connection speeds www.btwholesale.com/includes/adsl/main.html when it says "Our test also indicates that your line currently supports an estimated ADSL Max broadband line speed of 3Mbps; typically the line speed would range between 2Mbps and 6Mbps." the 3M is what the customer is seeing or has seen recently.
