Based on the line length of ~3km that you have given, you should be
nearer to 40dB. Most of the cases I see this, there is an intricate
antenna system in the house, attached straight to the phone line! Some
call it "extension wiring".
Consider something like an XTF-85 if you are not able or willing to
give up on your additional phone points:

This will allow you to drop off any filters further down. It should
improve your attenuation, and thus get you better speeds. Changing
provider will make no difference unless the root cause is addressed.
