Personally i think he's going to struggle without any administrative access
sounds like its a web LAMP server with ftp access and basic terminal access
i might be wrong but unless its a server on a local area network that can
have packages installed to cope with the backup solutions you require, youre
limited as to what can be done not even sure how to packup mysql datbase
from net last time i dabbled it  basically spat out a long sql script that
rebuilt the tables etc but i think i did that via phpmyadmin

sorry if thats not too helpful, i confess to knowing very little
