TWAIN (Technology Without An Interesting Name) is an attempt at creating
a standard programatic interface between applications and scanners.  If the
scanner ships with a TWAIN driver (which most of them do), then most image
accquisition software will be able to get images from the device.  Some
software packages export images through a 'virtual scanner' TWAIN interface.

A plug-in uses a different programatic interface - one defined by Adobe.
Since you have PhotoShop, you'll probably be better off using plug-ins.
