I tested
VLC with DVD'S, its best to open the DVD from the Open Disc option from
the media menu, from there you'll see a skip menu option which bypasses
the welcom menu etc, you can also select what you wish to play from here.

usually you can just press enter and the DVD will just start playing.

I didn't try it with DVD'S actually and I don't play DVD'S on my computer but I can't see
why it wouldn't work once you get past the "Welcom" menu thing on a DVD, if
you're running JAWS then perhaps the Convenient OCR function may help you there.

Okay I'm sorry, I gave you wrong information, to go forward and backwards
through tracks with VLC for Windows its p for previous and x for next and not
arrow keys as I had previously said.

Dane, I have tried it and I am not trying to yell here.
I've tried to figure it out until i'm blue in the face. it's not working. I
don't get it.
what or how do I make it work?

I suggest you look up the keyboard shortcuts in Google.
By default if you wish to skip tracks with VLC under Windows I think you need
to use the Ctrl-Alt-Left and right to go back and forward through tracks
respectively so you may need to do some fancy work with your Screen Reader or
press the Bypass next key combination to get this to work, alternatively you
can do some redefining of VLC keystrokes or go through the playback menu of VLC
and activate your shortcuts there.
