The only thing I can't - at this time - play on VLC for Windows are
those files etc on my DLNA/UpNP devices but that's not because VLC for
Windows doesn't have the facilities to play them, I just haven't been
able to access the appropriate part with my Screen Reader yet, I'm sure
that if VLC for the Mac can do it then VLC for Windows certainly can.
I'm sure I'm looking in the right place with VLC for Windows, under open
Network and the select protocol combo box, now if I can get WE to read
that then I'll be in business, I'll have another play tomorrow.

VLC can play just about anything, literally.

Okay I'm sorry, I gave you wrong information, to go forward and backwards
through tracks with VLC for Windows its p for previous and x for next and not
arrow keys as I had previously said.

Dane, I have tried it and I am not trying to yell here.
I've tried to figure it out until i'm blue in the face. it's not working. I
don't get it.
what or how do I make it work?

I suggest you look up the keyboard shortcuts in Google.
By default if you wish to skip tracks with VLC under Windows I think you need
to use the Ctrl-Alt-Left and right to go back and forward through tracks
respectively so you may need to do some fancy work with your Screen Reader or
press the Bypass next key combination to get this to work, alternatively you
can do some redefining of VLC keystrokes or go through the playback menu of VLC
and activate your shortcuts there.
