I suggest you look up the keyboard shortcuts in Google. By default if you wish to skip tracks with VLC under Windows I think you need to use the Ctrl-Alt-Left and right to go back and forward through tracks respectively so you may need to do some fancy work with your Screen Reader or press the Bypass next key combination to get this to work, alternatively you can do some redefining of VLC keystrokes or go through the playback menu of VLC and activate your shortcuts there.
