Have you tried the Goldwave sound editor? That is what I use for my sound 
editing and I am currently in the process of converting a tape to CD for a 
friend of mine. I use Window Eyes too and Goldwave is very accessible with 
it. You need a line-in cable running from the headphone jack of your sound 
card to the headphone jack of your tape deck. Hope this helps.
