I don't understand why you would want to do such a thing. So far as I understand, CDA is NOT a media format, like WAV or MP3. It's just the format that exists on a CD once a file has been burned to CD.
If you want to play a media file from your hard drive, keep it in WAV, MP3, or whatever other media format you prefer. If you want to burn it to a CD, go ahead and use whatever burning software you prefer. Once you've burned the file to CD, it will exist on the CD as a CDA file.
