You can see that my frustration was getting to me. :)

I have 100% control of the linux environment and the sql environment. I just
cannot log into the OTRS side when I import the sql data. Each time I do it, I
shutdown httpd (I know I don't have to but at this point I will try anything),
import the data via CLI, restart mysqld and try to log in with the
root@localhost which works on the fresh install but doesn't work after the
import. Also I have done the sql import without copying the Config.pm from the
opt/otrs/Kernel folder and with the Config.pm file. Both of which still do not
allow me to log in. If I use phpmyadmin, I can see the data in the DB, I have
even tried changing the password in the users table to get in and each time,
nothing. Is there a way to see the OTRS logs without being logged in to the app?

My Config.pm file is set to go to LDAP, but even if I don't copy the Config.pm
it still won't go. Also, I have disabled SELinux and iptables are turned off.

What does your Config.pm say is the auth method for question 2?
Caps lock/num lock?
Did you try root@locahost?

Sounds like the DB isn't started.

I am trying to move from a physical server to a virtual server. I have
installed the same version of OTRS (3.1.11) on the destination system.
The only difference is the old system is CentOS 5.8 and the new system
is 6.3. I have backed up the sql db and imported it.

And you remember to start the SQL DB service and make sure your Config.pm
points to the local DB service? Can you authenticate to the OTRS DB using the
OTRS username and password?
