The RT5350 can send packets fine when it is messed up, it just can't receive them. My suspicion is that tags are somehow getting added to the received packets even though vlan=0. Those tags don't bother ARP but they cause TCP not to function. When I use wireshark the TCP connections don't get past the SYN phase.
