My 2 cents: I like to solve problems and seems like this is a common problem in many conferences, seminars, etc. The usual way of solving this issue is to have a grace period with last minute extension to deadline for proposals, possibly for a unknown period of time and unannounced. However, in this particular case the published schedule of voting on the wiki can be a spoiler. May be there's a workaround I'm not thinking here but anyways, it's out there now.
