Sorry for creating all this confusion. From this point of view it seems like suggesting implementation of true filter widget was a stupid feature request. What I meant is ability to search for annotation tools by their name. And yes, in that case the search field will do just fine if annotation tool is carefully named by user. One more thing, I have found this ability by accident(to search for annotation by type not just for containing text) and I use Okular a lot.
