Review Comment:
   Verified fixed in `4bdfa6638`: `:99` now reads `ref: ${{ 
github.event.repository.default_branch }}`, so the config comes from a ref that 
does not derive from the pull request at all. Both reachability paths this 
thread and its child covered are closed — the stale `base.sha` and the 
`release/v1.1`/`v1.2` base. Closing as the parent.
