Dale, this patch is perfect.  It's basically $p_c_t, $p_o_c, and $p_f_t
either all set or unset, and does exactly what I wanted to achieve plus
more.

One thing though, I got rejects on some translation files (using version
.2 of the patch).  Here's the output from patch (everything else
succeeded).
