vim, as mentioned previously, does this pretty well. The GNU fmt that
comes with, at least, my SuSE 6.1 Linux is also pretty good. The best
thing I've seen, though (thanks, Liviu!) is par. You can find it at
http://www.cs.berkeley.edu/~amc/Par/
and it's fantastic.
